  • 1 From October 1, 2026, service messages (free-form replies inside the 24-hour window) become billable per message. Utility templates also lose their in-window free status they'd had since July 2025.
  • 2 Service messages will cost the same market-specific rate as utility and authentication messages. The October 1, 2026 rate cards, including service rates, are now published.
  • 3 Each business phone number receives a new free monthly tier of 1,000 service messages; additional service messages are charged by market.
  • 4 Only the WhatsApp Business Platform (API) is affected — the free WhatsApp and WhatsApp Business apps are completely unaffected.
  • 5 Utility messages sent in response to users within the 24-hour customer service window also become chargeable again on October 1.

Meta Ends Free WhatsApp Service Messages

A customer messaged your business: "Is my order shipped?" Your support agent replied, a short back-and-forth followed, and the entire exchange sat comfortably inside the free 24-hour window. That era ends on October 1, 2026.

From July 2025 to September 2026, both service messages and utility templates sent inside the 24-hour window were free for businesses on the WhatsApp Business Platform. On October 1, 2026, Meta reintroduces charges for service messages — the everyday, free-text replies your team sends inside that window.

🚨
Important Deadline This is the biggest reshuffle of WhatsApp Business pricing since Meta moved from conversation-based to per-message billing. If you use the WhatsApp API for support, sales, or marketing — your unit economics are about to change.

What Is a WhatsApp Service Message?

A service message (also called a non-template message or free-form message) is any reply your business sends within the 24-hour customer service window — the window that opens each time a customer messages you first.

Unlike template messages (marketing, utility, authentication), service messages are:

  • Free-form text, not pre-approved by Meta
  • Only sendable within the 24-hour window after the customer messages you
  • Used for live support conversations, back-and-forth Q&A, order queries, etc.
❌ Template Message

Pre-approved, structured

  • Sent anytime (in or out of window)
  • Always charged per message
  • Marketing, Utility, Authentication types
  • Must be approved by Meta
✅ Service Message

Free-form, conversational

  • Only within 24-hour window
  • Was free — now charged from Oct 1
  • Support chats, live replies, Q&A
  • No Meta pre-approval needed

Published October 2026 Rate-Card Updates

Meta has now published the rate cards that take effect at 12:00 am in each WhatsApp Business Account (WABA) timezone on October 1, 2026. These rates, including service-message rates, will move into the regular Rate cards and volume tiers section on the effective date.

ℹ️
What the published update covers The changes apply by recipient market and include quarterly pricing updates, new service-message charges, and the return of charges for in-window utility responses.

1. Quarterly market-rate updates

Marketing, utility, and authentication message rates are updated for the quarter. In addition, nine markets marked with an asterisk in Meta's published rate cards will move out of their current “Rest of” pricing regions and receive their own authentication-international rate. Meta announced this market change on May 27, 2026 with four months' notice.

2. Service messages become chargeable, with a free tier

Service messages will be charged at the same market-specific rates as utility and authentication messages. To soften the impact, Meta is introducing a free monthly allowance of 1,000 service messages for each business phone number. Once that allowance is used, additional service messages are billed at the applicable market rate.

3. In-window utility responses are charged again

Utility messages sent in response to a user within the 24-hour customer service window will again be chargeable. Those messages have been free since July 1, 2025; that treatment ends when the October 1, 2026 rates take effect.

Who Is Affected?

The October 2026 change only affects businesses using the WhatsApp Business Platform (API) — typically those with:

  • Automation and chatbot workflows
  • Shared inbox / team inbox tools (like ZENChatz)
  • CRM integrations and bulk messaging
  • High-volume customer support operations
✅
Not Affected The free WhatsApp app and the WhatsApp Business app (for small businesses) are completely unaffected by this pricing change. This is purely a WhatsApp Business Platform (API) change.

Why Is Meta Doing This?

Meta's shift from conversation-based to per-message billing was already a significant change. The removal of free service messages is part of a broader monetisation strategy for the WhatsApp Business Platform.

Several factors are driving this:

  • Revenue growth: WhatsApp Business messaging is one of Meta's fastest-growing revenue streams
  • Pushing templates: Structured templates are more predictable, measurable, and scalable for Meta's ad ecosystem
  • AI agent monetisation: Meta wants to bill AI-generated messages differently (by token) to encourage adoption of Meta Business Agent
  • Platform sustainability: Serving billions of business messages requires infrastructure investment
⚠️
Watch Out Some businesses may see their monthly WhatsApp API bills increase by 40–80% if they rely heavily on back-and-forth service conversations without optimising their messaging patterns first.

What This Quietly Does to Your Support Costs

The biggest danger here isn't the per-message cost itself — it's the compounding effect of multi-turn conversations. A single support ticket that takes 8 back-and-forth messages (each way) now costs 8× the per-message rate, just from your side.

Consider this scenario:

  • Customer sends 1 message → opens 24-hour window
  • Agent sends 6 replies to resolve the issue → 6 service messages billed
  • Costs accumulate with each reply
  • High-volume support teams see significant monthly charges
🔴

Hidden Cost Alert

Businesses with long support conversations (6+ messages) and high volumes will feel this the most. The cost per resolution, not per message, is what needs to be optimised.

How to Keep Your WhatsApp Costs Under Control

The good news: strategic changes can significantly reduce your per-conversation cost. Here's a step-by-step approach:

  1. 1

    Resolve Issues in Fewer Replies

Train your agents and AI to give complete, first-message resolution answers. Fewer messages per ticket means fewer billable service messages. Aim for resolution in 3 messages or fewer.

  2. 2

Use WhatsApp Flows for Data Collection

Instead of back-and-forth questions ("What's your order ID?", "What's the problem?"), use WhatsApp Flows to collect all information in a single structured interaction — counting as fewer billable messages.

  3. 3

    Route Demand Through Click-to-WhatsApp Ads

Conversations that originate from a Click-to-WhatsApp ad or Facebook CTA button get a free 72-hour entry-point window. Routing more first-touch interactions through these ads reduces billable exposure.

  4. 4

    Replace Repetitive Replies with Templates

For structured updates (order status, shipping confirmation, appointment reminders), use utility templates instead of free-form service messages. Templates are charged too — but they're predictable and allow you to control the conversation flow.

  5. 5

    Automate First-Response and Triage

Use automation to instantly categorise, acknowledge, and route inbound messages. Fast first-response reduces the customer's need to follow up, cutting total messages per ticket.

  6. 6

    Monitor Your Cost Per Conversation

Set up dashboards to track messages-per-resolved-ticket. Identify high-cost conversation types and systematically redesign those flows to be leaner.

Frequently Asked Questions

No. The free WhatsApp app and WhatsApp Business app are completely unaffected. The change applies only to businesses using the WhatsApp Business Platform (API) — typically those using automation tools, shared inboxes, CRM integrations, and high-volume messaging.
From October 1, 2026, every free-text (non-template) reply you send inside the 24-hour window is billable as a service message. Conversations opened from Click-to-WhatsApp ads keep their free 72-hour entry-point window for message delivery. Template messages continue to be charged per message as before.
Service messages will cost the same market-specific rate as utility and authentication messages. Each business phone number also receives a free monthly tier of 1,000 service messages. The October 2026 rate cards are now published; refer to Meta's documentation for the exact rate applicable to your market.
A template message is a pre-approved, structured message (marketing, utility, or authentication) that can be sent anytime. A service message is a free-form reply inside the 24-hour window after a customer contacts you first. From October, both are billed per message — but templates offer more predictability and structured conversation flows.
The most effective strategies are: (1) resolve issues in fewer back-and-forth replies, (2) use WhatsApp Flows for structured data collection, (3) route first-touch demand through Click-to-WhatsApp ads for the free 72-hour window, (4) use templates for structured updates, and (5) implement automation to handle repetitive queries so human agents send fewer billable replies.
Not completely. Click-to-WhatsApp (CTWA) conversations get a free 72-hour entry-point window for message delivery, which is better than the standard 24-hour window. However, this only applies to the initial conversation — subsequent business-initiated messages still follow standard pricing. CTWA is still a powerful tool for reducing your overall cost-per-conversation.
